Twinning amongst Local Authorities offers benefits especially with shared objectives and strong, shared interest, community participatory inclusion across the engaging institutions. Major advantages of twinning are that that it combines training with technical assistance and long-term cooperation. The entered into twinning agreement between the Rehoboth and Lüderitz Town Council’s seeks to formalize the already existing cordial working relations between the two local authorities, further making a commitment to engage in exchanges and shared activities with a view to enrich each other and to find strength in their unity. The First Servant, His Worship, the Mayor Hon. Cllr. Phillippus A. Balhao and the Rehoboth Deputy Mayor His Worship Hon. Cllr. Cornvenus Klazen, assisted by the Acting Chief Executive Officers of Lüderitz in the form of Mr. Otto K. Shipanga and from Rehoboth Mr. Rudolf Muhembo, witnessed by Councilor’s from both local authorities entered into their twinning relationship in Lüderitz on the 11 July 2025. The terms of reference for the Memorandum of Understanding are as follows (but not limited to); Economic and Youth Development, Environmental and Health Management, Town Planning and Housing Development, Finance. The MOU will be effective for a period of 5 years and may be renewed for successive periods of five years.
